Can This Be Done With Gmail?

I’d like to only accept mail “From:” or “To:” certain addresses and bounce/trash everything else. I use Gmail strictly for reading mailing lists and it is a great interface for such a thing. I could do this with an account using Thunderbird and my own domain but I just love the searching and other benefits of Gmail for mailing lists.

Looking at how Gmail handles its filtering I’ve not found how you might “order” them or, more accurately, provide a hierarchy so mail goes through the gamut of filters with some level of precedence. This would allow me to delete everything that is undefined and allow me to use the program efficiently. But I know me and I might be missing something [terribly] obvious.

If such a thing does not exist, this is a plea to the Gmail team. And if it does exist, this is a plea to the clueful for a pointer.
